The White House on Tuesday provided lawmakers a new roadmap for closing the U.S. military detention center at Guantanamo Bay, Cuba, as President Obama seeks to finally deliver on his vow to shutter a prison that became a symbol of the excesses following the attacks of Sept. 11, 2001.
The administration’s blueprint, which provides some detail about the White House’s plan to move dozens of prisoners to the mainland United States for trial or detention, faces significant opposition in Congress.
