White House Chief of Staff Denis McDonough condemned the remarks drug kingpin Joaquin "El Chapo" Guzman made to Sean Penn in an interview with Rolling Stone as "maddening," but declined to comment on whether the U.S. would make the actor available to Mexican authorities.
