Agriculture uses most of state's water but is exempted from California's new restrictions. Drought has already fallowed more than 400,000 acre.

SACRAMENTO — The mandatory water cuts ordered this week by Gov. Jerry Brown target California’s cities and towns, which account for about 20 percent of the state’s human use of water.
