PERTH, Australia – An oil tanker crew reported seeing a wooden boat suspected to be carrying asylum seekers off the Australian coast in a rare failure of the country's tight surveillance of its northern seas.

Gary Kennedy, a manager of the oil and gas company Modec Australia, told The West Australian newspaper that the boat carrying an unknown number of people was spotted Monday within Australia's offshore oil and gas fields.
