Snyder to cut state programs but boost education

LANSING — Gov. Rick Snyder is expected to increase spending to promote third-grade reading, improve skilled trades training and boost Michigan universities in his Wednesday budget presentation. But officials say he will cut state programs and jobs in other areas to eliminate projected shortfalls.
