The Senate is poised to approve President Obama’s plan to train and equip moderate Syrian rebels Thursday, capping a brief debate over how to counter the growing threat of the Islamic State organization that sets the stage for broader discussions of U.S. military engagement in the Middle East after the midterm elections.
