Party City IPO no blast for ordinary shareholders

Retail chain Party City's initial public offering is starting to look more like a spooky Halloween shindig than a bubblegum bash.

The company, which provides Halloween costumes and other party gear, plans to sell 21.8 million shares at between $15 and $17 a share in its upcoming IPO, the company revealed on Monday.
