No U.N. troop cut in Congo until progress against Rwandan rebels

UNITED NATIONS (Reuters) - The United Nations Security Council on Thursday refused to cut the number of peacekeepers in Democratic Republic of Congo until progress is made in an offensive against Rwandan rebels in the country's east, snubbing government calls for a decrease.

A month-long Congolese army (FARDC) campaign against the Democratic Forces for the Liberation of Rwanda (FDLR) rebels has achieved little and revived doubts about the will and capacity of Congo to defeat a group at the heart of two decades of conflict in Africa's Great Lakes region.
