National Post View: Making Putin pay

Boris Nemtsov, a prominent Russian opposition leader and a sharp critic of President Vladimir Putin, was gunned down late last month. He was just steps from the Kremlin, and though there were any number of security cameras nearby, none of them caught the slaying: They were down for “repairs.” The Russian regime says it’s investigating Mr. Nemtsov’s death. How comforting.

No one can say for certain whether Mr. Putin ordered the killing. At the very least, however, he is responsible for overseeing Russia’s slow slide from promising proto-democracy into ultra-nationalist autocracy, where vocal opponents of the regime face arbitrary arrest, financial sanction, imprisonm...
