Mexican anti-poverty campaign raises questions

Critics say many of the government's claims about the crusade's success are based simply on the continued enrolment of Mexicans in programs that began under previous administrations. Some of those enrolment figures have even been dropping, raising further questions about the three million figure.

Critics also charge that the Pena Nieto government is claiming a dramatic achievement without real proof — a preference for style over substance that spills over into a variety of areas, from security to political reforms.
