Metro Manila (CNN Philippines) — Although the world’s “most powerful” person — by the standards of Forbes magazine — canceled his trip to the Philippines for this year’s Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting, his second in command has come to the country.

Russian Prime Minister Dmitry Medvedev arrived in Manila on Wednesday morning (November 18) and proceeded to Makati for a speech at the APEC CEO Summit.
