JERUSALEM — A surprise Mideast mediation effort by U.N. chief Ban Ki-moon underscores the world community’s desire to stamp out the new flare-up of Israeli-Palestinian violence. But diplomacy faces an uphill battle with both sides deadlocked on the big issues and the current leaders being dragged along.
