Lawsuit challenges college rules for in-state tuition

Aspiring college students who are legal U.S. citizens but can't prove their parents are in the country legally have sued South Carolina officials, saying the state is unconstitutionally denying college scholarships and forcing them to pay out of state-tuition even though they've lived in the state for years.
