Lavrov blames upsurge in Ukraine fighting on Kiev troops

MOSCOW - Russian Foreign Minister Sergei Lavrov, speaking to his US counterpart John Kerry on Sunday, blamed the upsurge in fighting in eastern Ukraine on government forces he said were “constantly” shelling towns.
