Judge raises doubts about Partners deal

Suffolk Superior Judge Janet L. Sanders on Monday raised doubts that a settlement negotiated by Attorney General Martha Coakley would be a sufficient antidote to the increased market power that Partners Healthcare would enjoy should it be allowed to take over three community hospitals.
