LONDON--Amnesty International criticized Japan for failing to outlaw “hate speech” against ethnic Koreans, re-examining an apology over its wartime actions, and enforcing a state secrecy law that limits the public’s right to know.

“Japan continued to move away from international human rights standards,” the London-based rights organization said in its 2014 report released Feb. 25.
