Islamic State bombings strike Syrian strongholds

BEIRUT - The Islamic State asserted responsibility for bombings on Sunday that killed dozens of people in two Syrian government strongholds, casting a shadow over intensified diplomatic efforts to broker a cease-fire to the civil war.
