Gov. Bill Haslam had to devise a plan that would satisfy federal guidelines for Medicaid expansion under the Affordable Care Act. At the same time, he needs approval from state lawmakers opposed to Obamacare. The task is made harder by Tennessee’s history of having tried and failed to expand its Medicaid program.
