Farms face steep water cuts in water districts deemed urban

A San Diego water agency is appealing to the state to revise mandatory water cutbacks because most users are farmers.

Valley Center says avocado and citrus crops will dry up if it has to cut water use 35 percent to meet statewide water restrictions.
