PROVIDENCE — With her pronounced New England accent, long-established ties to Rhode Island and strong credentials fighting for health and clean air, EPA Administrator Gina McCarthy was a welcome guest speaker on Friday at a gathering of local environmental leaders.

McCarthy used the occasion, the fifth annual Rhode Island Energy and Environmental Leaders Day, to promote the “Clean Power Plan” that the EPA proposed in June to reduce carbon emissions from coal-fired power plants.
