AMSTERDAM—The Dutch on Wednesday began voting in provincial council elections which are expected to deal a blow to the coalition government of Prime Minister Mark Rutte, and put his reform efforts at risk.
The ruling coalition of Mr. Rutte’s Liberal Party and the left of center Labor Party is expected to suffer losses, ending up with no more than 23% of the national vote, according to a poll carried out by TNS NIPO released Tuesday.
