City Council bill would close Central Park to cars for three-month test

Cars would be shut out of Central Park for three months next year under a new City Council bill - in a test intended to study banishing cars permanently.

The legislation, introduced this week by Manhattan Councilmembers Helen Rosenthal and Mark Levine, would ban cars from June 24 to Sept. 25 of 2015 and require the city to test the effect on traffic on nearby roads, pedestrians and the environment.
