British Treasury Chief Expected to Warn of E.U. Exit Risks in Detailing Budget

LONDON — With a referendum on European Union membership looming, George Osborne, Britain’s chancellor of the Exchequer, is expected on Wednesday to try to placate voters in announcing a budget complicated by a worsening economic backdrop.

After last year’s general election victory for the Conservative Party, led by Prime Minister David Cameron, now would normally be the time for bold economic measures, leaving years for voters to forget any financial pain before they again choose a government.
